This act was meant to reinforce the order of 15 August 1805 (the previous lot) enacted during the Napoleonic War, but added considerably to it, seemingly in preparation for the Act of 1807. Some clauses seem to be more accommodating to slave-owners to move slaves around, provided they procure a special license. However, the general tenor of the act is virtually the same as the final one of 1807 with certain exceptions which appear to be allowing the owners of large estates as well as merchants to prepare for the ban.
