[M]y respect in regard to you and my fellow citizens the inhabitants of Boston induced me to acknowledge the receipt of your complaints, and to assure you of my readiness, with advice of council, to proceed in the matter according to the laws and constitution of the commonwealth . . . . Should you see cause to proceed in the support of your complaint, an open trial will exhibit to the public all the orders I have given."
