This is a charming hand inked and painted animation cel setup with hand painted background from Destination Moon (French title: "Objectif Lune"), a serialized 1959 episode from the TV series Hergé's Adventures of Tintin (aka "Les Aventures de Tintin, d'après Hergé"). The cel setup features the show's hero Tintin (decked out in his space suit) and his best canine friend Snowy in a very cheerful mood.

The animated series was by co-produced by Belgian studio Belvision (founded by Tintin publisher Raymon Lelanc) and the American studio Larry Harmon Pictures, and was the first Tintin adaptation to feature cel-based animation. Reportedly, Hergé contributed significantly more to this season than on Belvision's earlier efforts to adapt his famous series of bandes dessineés to animation.

This setup was likely assembled by the studio staff after production, possibly for publicity purposes or as gifts to studio visitors. It was a common practice at the time for such setups to be made from any available cel and background elements to make an appealing scene.

Hergé's Adventures of Tintin series was a childhood viewing staple for many in the US and overseas, and this is a very nice example of production art the show.
