Born in Brooklyn, New York but raised in Illinois, Fogg inherited his father's love of railroads. After World War II, Fogg was the artist for the American Locomotive Company (ALCO) for over a decade. He also completed many commissioned paintings, as well as illustrations for railroad books, LP covers, calendars, postcards and more. This specific train is ALCO's Santa Fe 51-PA, which was introduced in 1946. The artwork was part of a large series that would have been made into prints in the 1940s, 50s and early 60s, while the originals, like this one, were presented to Railroad officials.
