". . . The public dispatches that pass between my office, & the Collectors office at New London; & the Seat of the National Government are frequent & Important, & often require Immediate conveyance.
"According to the present routine of the post riders, the correspondence is delayed near a week longer than it would be, were the alteration which I have proposed to take place. . . . [T]he delay for want of a regular post, taken both ways in receiving, & returning letters is a needless waste of about ten or twelve days merely for want of a proper regulation of the post rider."
