A powerful image of Liberty with an eagle behind her, with soldiers in the background, silhouetted against a fiery red sky. Draped in the stars and stripes, golden sword and shield raised, and a green laurel wreath on her head, she is leading the troops to victory. This was the fourth loan floated by the U.S. Government during the World War I to help finance the massive, costly venture. All told, including the fifth "Victory Loan" (after the war), the government raised a total of $22 billion. Theofiles 157.
