A powerful image of Liberty with an eagle behind her, with soldiers in the background, silhouetted against a fiery red sky. Draped in the stars and stripes, golden sword and shield raised, a green laurel wreath on her head, she is leading the troops to victory. This was the fourth loan floated by the U.S. Government during the First World War to help finance the massive and costly venture. All told, including the fifth "Victory Loan" (after the war), the government raised a total of 22 billion dollars. Theofiles 157.
