". . . the people of that County are greatly annoyed by the presence of quite a number of Straglers [sic] from the Southern Army . . . committing daily outrages and robberies upon Southern as well as business men. About a week ago they broke open a storehouse in Taylorsville & stole ten boxes of Tobacco . . . From information from a most reliable character these men have committed robberies in the last four or five months to an amount little less than forty thousand dollars at present rates and have committed outrages of the most flagrant character upon unoffending Citizens . . . They threaten to kill everyone who gives information against them . . ."<
