A very good impression. Penney was born in Saint Joseph, Missouri and attended the University of Kansas. In 1931, he moved to New York and studied at the Art Students League. During the 1930s, he was employed as a muralist by the Treasury Section of Fine Arts, completing three murals for post offices in Missouri. He also painted the murals in the rotunda at the Nebraska State Capitol in Lincoln. In addition to his work as a muralist, he worked as a lithographer and painter, and taught at Hamilton College in Clinton, New York.
