This is a production cel setup (animation cel over watercolor background) of two rival dictator figures from an animated sequence based on James Thurber's classic 1939 parable The Last Flower, which appeared near the end of the 1972 Thurber biopic The War Between Men and Women.
The sequence was produced at Playhouse Pictures by the animation talents of Dale Case, Robert Dranko, and Mark Kausler. The animation for this film was designed to closely mirror James Thurber's style, and this setup is a quite faithful depiction of the warmongering "Liberators" in Thurber's original book.
