Part of the job of Congress in realizing the various agencies of government outlined in the new U.S. Constitution was done in "An Act for establishing the Salaries of the Executive Officers of Government with their Assistants and Clerks," approved on September 11, 1789. This act was amended by the present act, supplementing the salaries of the chief clerk of the auditor and the assistant secretary of the treasury, as well as authorizing reimbursement of expenses to clerks at the treasury.
