". . . Be it enacted . . . that in consideration of certain expenditures . . . made by John Brown Cutting . . . there be advanced . . . the sum of two thousand dollars . . . .
"And be it further enacted, that the secretary of state be authorized . . . to ascertain what sum shall . . . be due to or from him . . . including the advance hereby directed, and to report the same to the next session of Congress."
John Brown Cutting (1755-1831) was an apothecary for the Continental Army and friend of John Adams who, after later taking up law, used his legal powers to help various causes relating to the Revolutionary War.
