"First, I do not expect such a war. Romania and Poland do not want to instigate a war. . . . When Trotsky chatters about a war between England and America, it demonstrates how even the most spiritually developed Bolsheviks have lot touch with the world outside Russia. Russia would not undertake a war of aggression. It is absolutely incapable of such a war in its present condition.
"If there were nevertheless an attack from outside, it would only strengthen the position of Bolshevism with the peasantry. . . . Such a war would also have the effect of bringing the Ukranians closer to Russia, because they hate the Poles more than the Russians. . . .
"It seems to me, therefore, entirely wrong to harbor any hopes of a war with Russia. Even if [it] were possible . . . to eliminate the Bolshevik regime by force, it would not be desirable from the standpoint of socialism. Bolshevism could then claim that its downfall was caused by a capitalist military force . . . .
"That Russia will collapse due to forces within it is already clear . . . The collapse is inevitable for economic reasons . . . . because neither production nor trade can be successful under a dictatorship. . . ."
