"Lt. Col. Lee of Stratford should now be in your neighborhood or shortly expected there, be so kind as deliver to him the enclosed letter [and] if neither of these supposed cases be true, I pray you sir . . . forward the letter to Col. Lee by the quickest and safest conveyance. We have too much reason to believe that the Algerines [sic] have declared war upon our commerce--their cruise is between Cape St. Vincent and the Western Islands. Last night deprived our delegation & the State of the Hon. Mr. Hardy who dyed after a long and lingering illness."
