The exact meaning is lost to time, but visible are a large, jowly, bearded man holding a T-square and wearing a red and white Masonic apron and yellow pants. Against a yellow background, he is surrounded by the tablets of law, a ballot box, the French tri-color and men (probably politicians) on strings.
