Lincoln here announces his vision for Reconstruction in an 8 December 1863 proclamation. With the war still far from over, he offered amnesty to any former Confederate who took a loyalty oath, with the exception of certain high-ranking officials and officers. Once 10% of the voters of any state took this loyalty oath, the state would be re-admitted into the Union. Radical Republicans thought this policy was too lenient, and offered a harsher path to Reconstruction. Monaghan 191. None known at auction since 1992.
