Chase accompanied Lincoln and Secretary of War Stanton on an inspection visit to Fortress Monroe from May 5th to 12th, where they planned and observed the recapture of Norfolk. See Basler IV, page 22 for a similar appointment of Harrington as acting Secretary, but from a different date.
