According to the text on the poster, it "portrays an actual incident of the war . . . perpetrated [by the Germans] in Belgium." Issued only in San Francisco, this rare image's chilling depiction of unspeakable atrocities ranks it as the "high water mark of anti-German propaganda." (Meehan 22). Not in Rawls.
