Mouclier grew up in a small town in Southwestern France and arrived in Paris to study at the École des Beaux Art in his late teens. During subsequent training at the more progressive Académie Julian in Paris, he made the acquaintance of artists who were part of the Nabis group, including Félix Vallotton, Ker-Xavier Roussel, Pierre Bonnard and Édouard Vuillard, as well as the symbolist Luc Olivier Merson, the latter whom likely had the strongest influence on Mouclier. He exhibited frequently in Paris up through the early 1900s, though after that time he mostly removed himself from the active artistic circles in the capital, living a quiet life in Parisian suburbs and in his native country.
