This was a highly influential speech delivered before the House of Representatives regarding the possible censure of President Adams arising from his actions in the matter of the extradition of an American who committed a murder on a British frigate at sea. The speech proved to be the foundation for American law on extradition. It is also of interest for the discussion of the role of the judiciary, four years before Marshall's seminal decision in Marbury v. Madison.<
