TO THOMAS JEFFERSON, LIKELY REGARDING CITIZEN GENÊT AFFAIR MIFFLIN, THOMAS. Letter Signed, "Tho Mifflin," as Governor, to Secretary of State Thomas Jefferson, sending a letter from the French Minister concerning French Sailors imprisoned in Philadelphia [not present], and requesting advice concerning the matter. Additionally docketed by Jefferson on verso: "Mifflin Gov'r Phila. Dec. 20. 93. / rec'd Dec. 21." 1 page, folio; moderate scattered dampstaining, complete separation at horizontal fold expertly repaired with tissue verso, collector's ink stamp at lower left corner recto. ". . . [T]he answer . . . to the letter, that I addressed to the French Minister, relative to the case of the French Sailors that are confined in the Gaol of Philadelphia . . . contains a request, which I do not . . . think myself authorized to grant. I shall be happy . . . to know the sentiments of the General Government on the subject."
The imprisoned French sailors were likely commissioned by Citizen Genêt and captured for having violated the terms of President Washington's Proclamation of Neutrality, declared in April of 1793.
