"The bearer young Mr. Orr will enter the Congress under your command as an acting midshipman, tho' without a regular warrant. His future advancement will depend on his good conduct, and capacity, as that of all who take employment from their country, ought to do. Being intimately acquainted with his connections, which are of the first respectability, I have thought it proper to introduce him to your acquaintance, & to request that you would be so kind, as to give him the friendly advice & admonition which circumstances may require."
