A very good impression.

Meltsner was born in raised in New York City and studied at the National Academy of Design. During the 1930s, he painted a mural for the Bellevue, Ohio post office through the Treasury Section of Fine Arts. He was also a printmaker with the WPA. He toured the country, depicting industrial and agricultural settings in a social realist style, typical with WPA artists.
