Noyer studied at the Ecole des Roches and the Beaux Arts School of Lyon, before moving to Paris to study at the Paul Colin School of Arts. Primarily a painter and a portraitist, Noyer is only known to have designed two posters. The other is a light-hearted fantasy for the lemonade Source Brualt featuring mermaids. Here he is advertising a radio program magazine published by National Radio. Designed during the years of the Vichy regime in France it was prudent to put Petain's portrait on the cover of the magazine. Noyer depicts the long and delicate hands of a lady, clutching on to a weekly copy of the periodical. Her other hand is turning on the radio, with the transmission signals represented by concentric waves.
