Tufiño was born in Brooklyn, New York to Puerto Rican parents. The family moved permanently back to the Island in 1932. He worked with DIVEDCO from its formation in 1950, and was head of its graphic arts department from 1957-1963. He was known as the "Painter of the People," on account of both his paintings and posters depicting traditional aspects of Puerto Rican life.
