Likely produced around the same time as The John Reed Club: The Committee, 1932 (Cole 22), to which it bears the closest stylistic and technical similarities, the current work is probably the precursor of the same titled etching, 1937 (Cole 47), that Soyer made for the Federal Art Project, W.P.A., New York. Not in Cole.
