". . . This is a very complex and difficult question, involving our law protecting the conscientious objector. We have had such a law for a long while in this country because our democratic form of government is based on the right of each man to obey his own conscience. But that law, backed by Supreme Court decisions, defined the conscientious objector as one who objects to war in general, not to a particular war or foreign policy. I am sure you can understand the practical difficulties involved if the latter were the case.
"Let me emphasize that I do not have a solution to this problem--I am not sure there is one. But I assure you I will continue to study this matter, and I appreciate having the benefit of your thoughts . . ."
