". . . The provision permitting the cutting of trees is vital to the general plan for the creation of production forests which are intended to create an asset in the form of a timber supply for the rather distant future. The Amendment permits the acquisition of lands 'best suited for reforestation'. . . . The existing forests owned by the State are well protected under the terms of the Amendment . . . .
"If we were to refrain from passing otherwise salutary legislation on the theory that some official of a future day might be a crook we should be adopting a policy which would, it seems to me, completely paralyze the efficiency of our Government."
