Additional Details

12 December 1848: ". . . I am fully and clearly of opinion that his talents, his character, and his services, do entirely justify his application for the very honorable mission he indicates, or even for a higher one.
". . . Through the whole of the history of the Whig Party I have been in relations of intercourse and friendship with Col. Webb, and my conviction of his unrewarded services is such as to induce this departure from the absolute non-interference which it is my intention to practice in regard to the duties . . . of Patronage."
10 November 1849: ". . . I feel satisfied that the justice of his appointment to Russia or Berlin would win for it the acquiescence, approbation and thanks of the whole Whig party. . . . I fear great evils if you cannot bring your judgment to accord with us in this matter. . . ."
