"In perfect confidence I submit the following proposition--and should be obliged by your preparing a Bill in conformity:
"On the 16 April 1816 an Act passed appropriating for the gradual increase of the Navy one million pr. annum for 8 years . . . . It appears to me that it is not necessary at this time of extreme difficulty to progress so fast . . . ."
Samuel Smith (1752-1839) served in the Continental Army throughout the War, later repeatedly elected to both the U.S. House of Representatives and the Senate, 1816-33.
