"I have this moment received yours of the 23d inst, and believe you have mistaken my meaning with respect to the militia. I wish all the militia which are collected in & near Fredericksburgh, & indeed all that are under your command, to be immediately discharged, but discharged in such a manner that they may be called together at a minute's warning, as the expense which the state is put to on account of the militia is enormous. . . . The enemy are quiet in Portsmouth, but should leave that place. I shall attend to their movements, & should they proceed up the bay Genl Nelson with the troops under his command will join you immediately." Quoted in Ward, Duty, Honor or Country, page 170.
