This large and detailed drawing focuses on the tariff issue. At the left, an artisan and a farmer stand, staring at the figure of Uncle Sam, whose distended belly protrudes before him, resting in a wheelbarrow pushed by the exhausted national symbol. The Capitol can be seen in the background, and on the wall behind the artisan and farmer appear quotations from Cleveland and Blaine on the tariff issue as well as the maxim: "By an Act of Congress, Sixty millions of People will have to pay for and swallow a Home Market."
