"1. The Council of the fortified Tula region is hereby obliged to take measures for the compulsory removal of horses and livestock in the event of the advance of Mamontov's bands. To this end, to deploy a broad campaign both verbal and in print, and to utilize refugees for this as much as possible. To issue corresponding orders under their signature to the chairmen of the volost and village executive committees. To assign, by means of telegraphed orders, on a daily basis, depending on the circumstances, the zone which is subject to the order of compulsory removal.
"2. The Council of the fortified region is ordered to organize in a strictly clandestine manner general searches of any suspicious elements in the city of Tula, in particular and especially, of the factory administration."
