Oakley became a self-appointed American ambassador to the League of Nations from 1926 to 1929. She set up residence in Geneva, attending the 8th, 9th and 10th Assemblies of the League and drawing portraits of the delegates which she later published in Law Triumphant, a portfolio on the history of international law illustrated with her murals in the Supreme Court Room.

It appears that Oakley created this portrait between November 1918, when at the end of WWI wilson was glorified as cosigner of the Versailles Treaty and founder of the League of Nations; and before October 1919 when he suffered a severe stroke that left him incapacitated.
