Congress formally affirmed the Northwest Ordinance on 7 August 1789, which officially established the government of the Northwest Territory. Pursuant to that Act, Washington nominated Arthur St. Clair as Governor, Winthrop Sargent as Secretary and three judges -- including Samuel H. Parsons -- on 18 August 1789. Each of the nominations were consented to by the Senate two days later. Parsons, who was already in the region serving as the Director of the Ohio Land Company, disappeared on the Beaver River in November 1789 while surveying the Western Reserve.
