'The movem't of the enemy from York to the Glocester side has prevented my visit to the counties above this in the northward neck. . . . I am made exceedingly happy to find government so well inclined to support those exposed people, and very highly approve of your plan for arming the counties. . . . The enemy knowing us prepared to receive them would not be so lavish of their visits.' Explains that the French forces will not rely on Virginia to supply arms. Adds that 'the travelling forges shall be immediately got ready. This is a happy thought and will be a means of keeping a supply of effective arms always with the army.'
