First separate publication of a tract written in 1776 which first appeared as a chapter in Mazzei's "Recherches historiques et politiques" in 1788. It was prepared at the request of King Louis XVI by Anne Robert Jacques Turgot, Baron de l'Aulne (1727-1781), then serving as the French finance minister. It is dated 6 April 1776 on the final leaf.
