      CONSCRIPTING TROOPS FOR AMERICA'S FIRST NATIONAL DRAFT (CIVIL WAR.) LINCOLN, ABRAHAM. Partly-printed Document Signed, as President, ordering Massachusetts to furnish 1,954 troops under the Enrollment Act of March 3, 1863. 1 page, 4to, with integral blank; faint marginal discoloration from prior matting, remnants of hinging at upper edge of terminal page. Washington, 2 July 1863

      Issued just days prior to the New York City draft riots.
      Congress passed the Conscription Act in March 1863, but Lincoln did not issue the first calls for troops until July. This call--issued during the Battle of Gettysburg--is notable for being the first one issued for Massachusetts. By war's end, Massachusetts would furnish almost 150,000 troops.
