Waterbury describes the shortage of provisions and difficult conditions at Fort Constitution, a half-completed, half-abandoned fort in Garrison, NY facing West Point. He requests carpenters to build storage facilities, and a boat to bring provisions from Fort Montgomery. He notes that Colonel Champlin recently brought cattle, adding that "I do not think I could get one in thirty miles round, it is the most misserable place round hear that ever I saw in my life."
