On the third page are the minutes of the Pennsylvania council which censured Benedict Arnold for acting "unworthy of his rank and station, highly discouraging to those who have manifested their attachment to the liberties and interests of America"--more than a year before his treason was exposed. The 4th through 7th pages are devoted to reports of the British naval victory over the French at St. Lucia.
