"Your correspondence with Col. Dowd has been submitted to me, and I regret to see a disposition on your part to charge 'the officer in command of this Bureau with bad faith.' You will see that there is no foundation for any such intimation.
"Maj: Davenport tendered his battalion for the war as a supporting force to this Bureau. . . . But under information subsequently received from the War Department and forwarded by me to Gov. Pettus the objections raised by you are of no avail. . . . [I]f Maj. Davenport's command chooses to go into the Confederate Service for the war in preference to remaining in the six months service I should feel surprised at your objecting to a proposition manifestly so beneficial to the common cause of our country."
