Prints the text of the 24 August 1820 royal proclamation which extended amnesty to captive Englishmen who had participated in the revolution. Bangs as an American was not apparently covered by this amnesty; he remained under Arredondo's forced employ until Arredondo fled in July. Jenkins, Printer in Three Republics 43.
