Mercer writes to future president Monroe about an ongoing controversy regarding Maryland's bank stock and the settlement of the young nation's war debts. Mercer passes on a rumor regarding a decree from England's chancellor on the subject, noting that "ill success on the part of the State in this decree woud require farther & immediate steps." He requests "some communication (perhaps an unofficial one woud be best) respecting the foundation of these reports."
