This certificate was issued to Thomas Chambers, described as "a black man . . . about the age of twenty nine years, and was born at Chestertown in Maryland . . . about five feet seven inches, has dark eyes and black hair." In this two-part document, Henry Smith testifies that he has known Chambers for three years, and that during that time Chambers "hath been reputed and considered to be free, and hath continually acted as a free man during the said time," signing with a mark. Below, judge and alderman Peter McCarter certifies "I am of the opinion, and do adjudge that the said Thomas is free according to the laws of this State."
