A Nuevo Leon reissue of an important 30 December 1835 decree that any foreigner disembarking in Mexican territory, armed and with the intention of attacking, will be treated and judged as a pirate. It was originally issued to deter Texian rebels, and was used to justify the Goliad massacre. The order was to 'previno que los estrangeros qe desembarcaren en algun puerto de la República o penetraren por tierra a ella armados, y con objeto de atacar nuestro territorio, serán tratados y castigados como piratas."
