The dispute concerned Fulton's request for a patent for towing boats by steam and warping them over rapids. Despite the competency of Delacy, Fulton's personal secretary, and the legal assistance of Elihu Whitney, arbitration at Hartford found in favor of Sullivan and denied the patent.
