Gardner was hired as the official governmental photographer of the Fort Laramie Treaty proceedings in 1868. Also known as the Sioux Treaty of 1868, it essentially halted U.S. development of the Bozeman Trail. During this period of westward expansion, Native American tribespeople throughout the midwest were being murdered and displaced. Although the Lakota nation fought against the U.S. military they ultimately signed a treaty with General William T. Sherman.
