Promoting a raffle to raise money for the starving Belgians, whose country was the first to be hit by Germany in World War I, Steinlen uses orange and black to depict a family of hungry refugees. Despite the solemnity of the cause, some of Steinlen's tenderness is still evident in the image, especially in his rendering of the two young girls. "Steinlen's war posters were designed for the relief of distress in different countries, not only in Belgium but also in Serbia and Russia" (IWM p. 55). By 1917-18, most of Steinlen's war posters were entirely black and white, but here still utilizes brighter colors. Steinlen 56, Rickards 152, Gallo p. 191, IWM p. 55.
